[c-nsp] multiple rouites to same destinations prefix different lengths

I had a situation where a /24 routed to a customer direct connection 
needed to be more specific than the ebgp route.

So I removed the /24 and put in 2 /25

However, there was another /24 with a higher admin distance (radius 
peruser route).

So a show ip route x.x.x.x showed the /24 to the "backup" connection and 
both /25 to the primary customer connection.

This caused the customer all sorts of issues that went away as soon as I 
added back in the /24. I suspect that the "backup" line doesnt quite 
function correctly, but I want to know how that would become an issue 
since (either of) the /25 route would be the more specific route.

What am I missing?
