[c-nsp] MLPPP with just on T-1

Is the ability to only have one T-1 in a MLPPP bundle a part of the MLPPP
spec or a vendor added feature ? ie, you have a 2 T-1 MLPPP bundle and you
lose one T-1 and this does not take your multilink interface down.
