For 1200 sessions, pretty much any of the 7000 series will do this without a
flicker. Not sure on the lower models that could do this, but I guess as
most of the L2TP functionality is dealt with in the IOS, most should be able
to. I have thoughts that possibly a 3600 could do this happily to, but don't
quote me!  :)
