[c-nsp] 2950 IOS upgrade bogon

I like to have more than one IOS image on a device if possible, and
had been fairly successful at this with the 2950s.

Lately I've wanted to upgrade several switches from the likes of
12.1(13)EA1c and 12.1(14)EA1a to 12.1(22)EA2, to use DHCP snooping.
So, "delete /force /recursive flash:html" and TFTP the new image.

Most of the time I can get away with a null boot target (i.e. "no
boot system") and the switch will choose the most recent image all
by itself.  After cleverly hard coding the boot target to a non-
existent image a few times I'm now keen on this approach :-)

Some of the time, however, the new image isn't chosen.  I can get
the switch to use it if I delete the old image, though.  The most
modern image I've seen this with was 12.1(19)EA1a competing against
12.1(22)EA2.  Again just to emphasize that this surprise behaviour
only manifests itself _some_ of the time, to keep us on our toes!

Wondering if anyone else has seen this...
