[c-nsp] IS-IS "advertise passive-only" doesn't work for IPv6

I'd need to push this as a featuerette, let me check. The main reasoning
for this feature was to speed up fast convergence in ISIS for IPv4
prefixes, which has been the focus for all IGP fast convergence work.
