[c-nsp] Turn on service policy, interface counters stop?

Hi folks, 

I'm running (C7200-JK9O3S-M), Version 12.3(5a).

I have noticed that any time I turn on a service policy on a per-vc basis,
the interface stops counting.  Packets still flow, but monitoring becomes
difficult, to say the least.

Is this expected behaviour? Should I be monitoring a different OID when
service policies are enabled? Or is this a BUG?

Here is a sample config:

policy-map fairqueue
  class class-default
   fair-queue
   random-detect

interface ATM1/0.26 point-to-point
 description xxxxx
 bandwidth 128
 ip address xxxxx
 ip access-group 110 in
 ip access-group 110 out
 ip verify unicast reverse-path
 no ip redirects
 no ip unreachables
 no ip proxy-arp
 pvc 23/26
  ubr 128
  oam-pvc manage
  service-policy output fairqueue
