Well, the fact that a feature is in an image, doesn't mean that
one has paid to use it...

BGP is one example. To use it on the C6K, one has to pay for the
FR-IRC6 license (5 k$). There's even the same thing on the C4K
with FR-IRC4. Another example is FR-IOSSLB7 (IOS SLB license for
the 7200).
