[c-nsp] Ingress queue on Catalyst6509

Hi,

we want to set up QoS on Catalyst6509 optical
interface. When reading CCO document
http://www.cisco.com/univercd/cc/td/doc/product/lan/cat6000/12_1e/swconfig/qos.htm

OSM could support ingress queue & egress queue, is
these ingress queues for incoming traffic policing? 

Another question, if MSFC2 is used will those packets
routed by MSFC get QoS ?
