[c-nsp] GSR and 3750 GE-LX link problem

I don't mean to set up MTU on that interface, but to:

1) disable auto-negotiation on both side, use the same
MTU on both interfaces

2) change GBIC & FSP on the two end to make sure they
are ok

3) ping with small packet size to verify it works,
