[c-nsp] High CPU = CEF Disabled

Hi,

on my 
cisco RPM-PR (NPE400) processor with 491520K/32768K bytes of memory.
R7000 CPU at 350Mhz, Implementation 39, Rev 3.3, 256KB L2, 4096KB L3 Cache

I see:

and i can see that :

Switch1.1 is up, line protocol is up    < all traffic goes here
  Interface is unnumbered. Using address of Loopback0 (172.31.1.2)
  Broadcast address is 255.255.255.255
  MTU is 4470 bytes
  Helper address is not set
  Directed broadcast forwarding is disabled
  Multicast reserved groups joined: 224.0.0.5 224.0.0.6
  Outgoing access list is not set
  Inbound  access list is not set
  Proxy ARP is enabled
  Local Proxy ARP is disabled
  Security level is default
  Split horizon is disabled
  ICMP redirects are always sent
  ICMP unreachables are never sent
  ICMP mask replies are never sent
  IP fast switching is enabled
  IP fast switching on the same interface is enabled
  IP Flow switching is disabled
  IP CEF switching is disabled   <-- i guess thats it
  IP Feature Fast switching turbo vector
  IP Null turbo vector
  IP multicast fast switching is disabled

which is weird cos i see:

ip cef

What could be breaing my CEF, so it punts everything to CPU ?
