[c-nsp] Deferred packets on 2950 10/full interface

This is a known bug on the 2950 platform.  I do not have the CaseID
handy, but if you search through CCO you can find it.  In any case, try
switching to auto negotiation, which should fix your problem.
Otherwise, you will need to upgrade the software.
