[c-nsp] Trying to get an ATM ciruit up

Can anyone give me a hit as to what I'm doing wrong?

I'm trying to bring up an ATM DS3 and I'm getting Rx loss.

My config is below.  Am I missing more configurations?

This is a FR to ATM configuration using a CAT 6509 flexwan / ATM DS3
Card (enhanced).  

Telco is pointing finger my way.  Do I need to setup Controller in
global config?
