[c-nsp] Cisco BGP bugid

This looks more probable reason for core provider going crazy updating
the code few days ago.

The bugid is CSCee67450 (registered customers only). I have a Cisco 
contract and am registered, but still can't get to the bugid.  Do others

have the same problem?
