No it's the same on both E1's, and the controllers are indeed up.
But thank you for confirming my thoughts. We will again ask the provider
to investigate once again

That still doesn't look right.  If you move it back to 2/0, do you get
MULTIPLE_FRAME_ESTABLISHED instead of TEI_ASSIGNED?
