[c-nsp] T3 circuit drops for 10 seconds and then returns

I would try upgrading to get this fix:

CSCee70591
Externally found severe defect: Resolved (R)
PA-2T3+ does not adhere to the ANSI T1.231 standard

It applies to the one port also.
