[c-nsp] 7507 and 5500 arp oddities

Solution found to the 7507/5500 losing connected routes, though it's rather
embarrassing! As the saying goes: "When in doubt, check your assumptions." I
noticed the router almost wasn't behaving like a router:

- MPLS was functioning
- OSPF was functioning and exchanging routes
- Static routes were functioning
- Connected routes were getting lost. Would take 5 minutes or more to locate
a locally connected device, then proceed in losing it. Behavior was very
random. Subsequently, OSPF and static routes available past the connected
route remote device would be useless.

The solution: "ip routing" (apparently it got missed in this 7507's config -
talk about missing a basic). Indeed, the router didn't want to be one.

Thanks to all who provided some thoughts. The key clue was connected routes
failing while all else appeared to be normal.
