Sorry, I should have given more detail.  By "on bootup" I mean seconds
after powerup, just after the Cisco banner prints to the console.  It
never even gets so far as to load IOS from bootflash, much less the
main IOS image.  If I send BREAK I can get to the rommon prompt but
simple commands like "dir" fail (see below).
