[c-nsp] unhappy NPE-150

For what it's worth, whenever I've seen a cache error exception it's
been because of faulty memory. I saw this several times recently while
troubleshooting a bad 7513 chassis that kept frying the cards. A
couple of different RSPs went bad and I kept getting cache error
exceptions.
