[c-nsp] pseudowire over ATM

Hi,
I want to establish pseudowire over ATM interface with
cisco router (ATM interface on PE side). Is there
anything more i need to do for this? for example do i
need to exchange any additional packets or tlvs which
are not required for ethernet? while i am trying to
establish pseudowire i am getting the following error:

TCATM: label(0/50) for 199.199.199.5 rcvd on i/f
ATM1/0.1. The correspondig tagVC does not exist. The
binding is released


Could you pleae give some light on this?
