[c-nsp] TACACS+ & console port auto-anable mode

We're using ACS 3.3 and I've got the TACACS+ server set to
automatically drop user into enable mode when they login via telnet
but can't seem to find where to make this work for the console port.

I know that when they login via the console port they're hitting the
ACS box and just not getting the auth level (15) back that I want them
to get.

Any clues would be appreciated.
