[c-nsp] 12.4.1a and boot problems

Maxim,
What is in the box. The image you are loading doesn't support VIP's,
RSP-P-M. Both RSP-P-M and RSP-PV-M show that they need 128MB Ram and 32MB
Flash. Bug's I can find point to the bootloader not being properly set or
the bootflash missing all together.
