[c-nsp] Enhanced Flexwans and Powercycling

(digging through old tickets...)  I ran into this last September w/
original FlexWan and 12.1(19)E whenever we shifted some traffic around
-- no FIB changes, and the bit/packet rates weren't substantially
different. Went back and forth w/ TAC fruitlessly for a couple weeks,
with the only conclusion being that the cwan cpu was getting pegged so
hard that keepalives were dropped. If this was the case, there wasn't
a non-bug reason for it as was normally seeing peaks of no more than
~60%... Ended up closing case after the problem went away after
upgrading to 12.1(23)E1.

Perhaps related, but about 5 months later, same module went dead and
interfaces remained stuck up/down (ppp debug would show confreq's
going out from RP, but counters would never reflect it. Replaced w/
another flexwan, but never had a chance to narrow it down to the
module or slot.

Would suggest you keep an eye on CPU and memory on the flexwan while
tying rope to tail of dead cat.
