Packet memory on RSP (MEMD) buffers is distributed between all interfaces at bootup, when there is an online
insertion and removal (OIR), a microcode reload, a maximum transmission unit (MTU) change, or a cbus complex.
When MEMD buffers are distributed the router suffers a war reload, during this period all services gets unavailable.

Please note that the PA is not hot swappable/pluggable. You need to remove
VIP, install PA, and re-insert VIP. After the VIP is inserted, usually the
7513 does not require any reload.
