[c-nsp] Redundent RSP4s w/ 12.3/12.4 - Where did SSO go?

I'm running a pair of RSP4s in my 7507, however NSF/SSO doesn't seem to 
exist in any current 12.3 or 12.4 versions. Do I REALLY have to run 12.0 
to use these features?
