CLLI Format is:

4 chars for city
2 chars for state
2 chars for street
3 equipment

Springfield MA is SPFDMA
Worthington street, Springfield MA is SPFDMAWO
My SCOPE bay in Worthington Street, Springfield MA is SPFDMAWOHAY
A DS-3 in my bay is SPFDMAWOHAY30,1

No idea what AMSTNL is ,  NL doesn't match a state code
