[c-nsp] warm-reload on 7200

Hi Kevin,

    warm reload should be available in 12.3(14)T and 12.4(1) mainline
for the 7200.  i just noticed FN doesn't have this info, and i flagged
it with the platform PM.  hopefully it will be fixed soon.
