[c-nsp] More routed ethernet interfaces on 2800 series

They support 15 Vlan interfaces per switching module, along with standard
layer3
switch features etc.  I do plan to use a 2811 with 2 4port modules for this
sort of
functionality so I hope my understanding of them has been correct.
