[c-nsp] GBIC not detected on WS-X6748-SFP

Hello,

We have a strange issue here. If I insert gbics into a WS-X6748-SFP 
while the system is running it doesn't detect them. e.g.

GigabitEthernet1/48
   Dot1x:                 yes
   Model:                 WS-X6748-SFP
   Type:                  No Transceiver


If I insert the same gbic(s) into the SUP720 they work/detect fine. If I 
reboot the WS-X6748-SFP and have the gbics in during boot they'll work 
fine as well. No errors or anything in the logs. Anyone else ever seen 
this?
