[c-nsp] ATM-DXI on E1

I tested them out about 3 years ago, before all the compression/vad ecc. was available, and they worked fine except that an E1 line became 3.5 Mbs, optimizing for quality.
Then the project died and we never went into production:(
Our rad rep continues to tell us how they have reduced bandwidth ocupation, maintaining the quality but I've never had a chance to retest them.
