[c-nsp] Upgrade from 12.2(17a)LD to 12.2(28)S gone horribly wrong...I think.

   Or if you do not have another box, load a minimum IOS into RAM and do your file sytem: format, copy from there.
  I upgrade a 3661 box with blank flash directly from RAM. Your box would do similarly, I think.
