[c-nsp] Two DS3s Bounced at the Same Time

Symptoms: A Cisco 7500 series T3 port adapter (PA-2T3+) may not provide a
two-second delay before bringing down the T3 controller.
Conditions: This symptom is observed when an alarm as defined in the ANSI
T1.231 specification occurs.

So, what sort of alarm are we talking about here? Is there some sort
of alarm that might clear up within two seconds, so the controller is
supposed to wait to see if the alarm is cleared before resetting
itself?
And would that explain the fact that both circuits bounced at the same
time? I suppose it's possible that an alarm was sent from the far end
on both links at the same time, especially if both links terminate on
the same module on the same router at the central office.
I wonder if we have two separate issues: 1) a flaky DS3 module in an
ONS15454 at the CO, and 2) this bug.
Interesting stuff. I think we're probably on the right track.
