[c-nsp] T3 controller bounce

Show controller shows up clean. No errors. I am assuming that the bounce
was of 1/100th of a second. If it was for a second I would have seen the
customer interfaces drop?
This leads to another question, i.e. how accurate is the time that is
reporting the bounce?

I'm seeing similar, but you're actually seeing one second, not 1/100th
of a second. I'm suspecting physical layer in my scenario.
What are you seeing with "sh contr t3 3/0/0 tab"?
