[c-nsp] 6509 Switch Utilization lights

The system load LEDs are for backplane utilization, NOT CPU utilization. 
Telnet & show commands are not likely to tax the backplane bus, regardless 
of CPU level.

show system (catOS) or show catalyst6000 traffic-meter (IOS) will show you 
a peak and the current backplane util.
