[c-nsp] C7200-I/O-GE+E and HSRP group limits

I'm using IOS 12.2(7x) which explain I don't have the feature.

What advantages to use see with using "use-bia"? I'm concerned that
not all hosts will listen to the grat ARP which is required with
"standby use-bia".
