[c-nsp] Problems with different circuits on Cisco 7606 routers.

Has anyone encountered problems with Cisco 7606 routers with VPN service modules?  We are running 12.2(14)SY4 code to support the VPN module, we are running multiple IPSec/GRE Tunnels and have DS3, ATM, T-1 circuit connected to various 7606's.
The problem I have run into on one 7606 is that I cannot connect 2 T-1 circuits to the same Serial PA.  When both circuits are connected, the interfaces flap up and down.  I have shut down one of the circuits since Christmas and the single circuit has been stable and working just fine.
I have replaced the Flex WAN module, Serial card, cables and external CSU/DSU.  The circuit has test clean clean clean every time we tested it.  The circuit also works fine on a 7206VXR I used for testing, even if I connect both T-1 circuit simultaneously on this router, both circuit work fine.

On another 7606, I am having very similar problems with a DS3 circuit.  Once again the circuit has been tested and it is clean, plus it works fine on the 7206VXR.  

The weird thing is that both routers have Tunnels and other circuits working fine.
