The sequence should be:

create channel-groups on the controller

then configure frame-relay on the serial interface
which was created

sample config:

controller t1 0/0
channel-group 0 timeslots 1-24 speed 64
framing esf
linecode b8zs
exit

no ip address
encapsulation frame-relay ietf
frame-relay lmi-type ansi
