You need a CSU/DSU device to convert a T1 to a serial interface (X.21 or
V.35). The WIC-1T cannot talk directly to the Telco network.

The NM-1CE1B has a CSU/DSU built in, and *can* connect to the Telco line
(and on the contrary, you can't do X.21 on a NM-1CE1B).
