I don't believe this is an explicitly stated intent, even if it may
be the end result.
Customers are asking Cisco for new features all the time. With the
current IOS model (one huge image), customers get software with the
features they want, *and* a ton of other features that they neither
want nor need. To my mind *this* is the real problem.
What to do about it? Well, customers tell their Cisco representatives
what they want, and they can vote with their wallets. Aside from that,
you can always go back to AGS+ and IOS 8.2 or thereabouts. I know *I*
don't want to do that...
