[c-nsp] FE experienceing errors and CRCs

According to TAC:
1. RPM-PR does not support auto-negotiate - this was introduced on the
GigE back-cards for the RPM-XF.
2. There isn't a way to configure auto-negotiation on the Fast
Ethernet cards on the RPM-PR (or RPM-XF), but on the RPM-XF you can
adjust the speed using the 'speed' command - but not on the RPM-PR.
