[c-nsp] Limiting PPS on Low End Cisco Routers

Does anyone know of a way to limit the maximum amount of PPS a particular IP
or IP block is allowed to send on lower end Cisco routers, e.g. 3600, 2800
etc.?  The idea is to try and limit the impact of one PC with a virus on the
rest of the clients, for viruses with high pps rates that send with invalid
source unicast reverse-path works well, trying to find a solution for
viruses with high pps rates that use valid source IP information.
