[c-nsp] Parity Errors and Cosmic Rays

Strange.. we've had incredible luck here with 7513... I can remember one
incident where we upgraded the IOS and didn't go so well... but that was
just one bad release... and we run the latest greatest at all times on
our 7513 here...

| this router has run for years and we've never seen a memory parity error
| and now we've seen three in three months.
