[c-nsp] policing on 3550

When I use a policy map, I expect 3550 to drop the packets from the 
egress queue, however, what I need in this case is not dropping the 
packets but traffic shaping. Actually, in the document it says that 
"Traffic shaping is not supported" for 3550. Dropping the packets causes 
problems, so I just wanted to learn if there is a workaround.From what I 
understand, marking down and transmitting will not prevent the customer 
to exceed the policed rate.
