[c-nsp] Parity Errors and Cosmic Rays

NOAA used to run a "space weather advisory" mailing list where you could
get alerts of sunspot and other solar activity that might affect
equipment here.  (There was quite a flurry of such activity earlier this
year.)  Unfortunately they recently converted the list to require
web-based management, and I for one chose not to continue at that point.
