That's only if it's a VXR.  The old npe-100/150/200s CPU cards
can only boot from linear flash cards from ROMMON.

Through trial and error we have found that 12.0(17)S bootflash
software will allow the router to load an image from an ATA
format flash disk.  With anything earlier on 12.0S the boot
process will simply hang if you have an ATA format flash disk
installed.
