[c-nsp] Simulating latency?

Sometimes I need to test customer's application to see if it will work on
WAN links, or show what the performance will look like.  It's easy to setup
a testing environment for bandwidth limitation of the WAN by using a router
and rate limiting it.  One thing I can't do is to simulate the latency that
may be added on a long WAN link or a VPN connection.  Is there a way to add
latency with a Cisco router?  If not, any other application out there that I
can use?
