[c-nsp] HA-7600 vs. non-HA 7600

I'm looking to swap out some border routers with 7600s.  Management is 
questioning the idea of  buying a 7600 with two sups and multiple gige cards 
and has instead suggested a single 7603, one sup, one card and one upstream 
provider.

The thinking is that the upstream circuit and provider is the weakest link and 
more likely to fail than any other hardware component such that it doesn't 
make sense to add redundancy to the box.

Any comments or feedback?
