Yes, it is possible.

One way to do that is:

1. Create a aggregate policer
2. Define a class-map (in your case it would be 'match-all')
3. Create a service-policy and attach the class-map to that service-policy
4. attach the aggregate policer to your service-policy
5. apply the service policy to the vlan interface
