[c-nsp] QSIG for Dummies (VoIP)

I'm trying to figure out how Q.SIG Path Replacement works. I've got a
copy of the actual standard but it's a bit too much to chew on at the
moment. Do any of you understand exactly how it works? If so, here's my
question:

Assume three sites: A, B, and C. Someone at A calls B, and the call is
subsequently transferred to someone at C. The Q.SIG Path Replacement
feature will tear down the unnecessary path going through Site B, but
how does it do it?

We really want to know who initiates the PR request. It would be
logical for it to be Site B, but it might also be Site C. Heck, I
suppose it could also be Site A depending on how the feature actually
works.

Any ideas?
