[c-nsp] Multicast MAC trouble

It's been a long time since I was on this slippery slope but the end 
result was that we moved away from the checkpoint "unicast IP address 
using a multicast MAC" clustering configuration when connecting to a 
6509.  From memory they had another option - "pivot mode" if memory 
serves me correctly, that used a unicast IP over a unicast MAC.  This 
was a much happier experience and is till in production today a couple 
of years down the track.
