[c-nsp] OSPF adj cycling FULL to LOADING?

I tried running OSPF area 0 across an ethernet MAN, to
replace a legacy link.  Adjacency came-up full. 
Several minutes later, traffic started preferring the
new link. 12 minutes after the change, adjacency
dropped due to dead timer.  After that, the link
seemed to cycle from FULL to LOADING, until I gave up
and downed the interface:

It behaved like the link was saturated.  But, I can
inject test traffic across this VLAN at 300% of the
necessary amount, and still ping end-to-end with no
loss and low latency.

I've also connected some isolated routers across this
VLAN and OSPF is up and stable between them.  I'm
scratching my head why I was getting the "from LOADING
to FULL" messages, and what appeared to be bouncing
adjacency.
